I was born in December 1967 in Rome, Italy, where I still live and work, even if I am lucky enough to travel often in Italy and abroad. I am Head of Unit in the Welfare Ministry and a Ph.D. candidate in public sector management at the Faculty of Economics of “Tor Vergata” University in Rome (you can have a look at my CV and my page on Linkedin). Public manager, President of the Alumni of the Italian National Institute of Public Administration and  - in my little spare time – blogger.

I graduated with honours in Political Science at “La Sapienza” University in Rome in December 1991 with a final dissertation on the Italian jurisprudence on conscientious objection. After completing the compulsory civil service in 1993, I attended several post-graduate courses thanks to some scholarships offered by several national and international bodies.

In 1996 I passed the public competition to be admitted at the EU studies two year Master Programme at “La Sapienza” University in Rome, where I graduated in March 1998 with a final dissertation on the EU enlargement to Eastern European countries.

In May 1998 I passed the annual public competition held by the Region of Sardinia for a two year scholarship for the Master of Arts in Government and Politics at “St.John’s” University, where I graduated in 2000 majoring in International Relations.

In September 1998 I passed the public competition held by the National Institute for Public Administration (Scuola Superiore della Pubblica Amministrazione, SSPA) for the 2nd fast track course edition for senior public officials. At the end of the two year course, I was appointed seconded national expert for three months at the D.G. Enlargement in Brussels, dealing with the collection and evaluation of the acquis communaitaire.

Head of Unit since 2002, presently I am in charge of the Division “Policies for persons with disabilities” in the D.G. for Inclusion, Social Rights and CSR at the Welfare Ministry. In this position, I deal with national policies and projects in favour of persons with disabilities, in addition to EU and international working groups on the subject. With regard to that, I am the national delegate at the High Level Group on Disability of the European Commission and I have been a member of the Italian delegation at the 2nd and 3rd UN Conferences of the State Parties on disability in NYC. I am also a member of the Committee of Expert on the Right of Peolple with Disabilities (CS-RPD) and the Drafting Group on the Rights of the Elderly (CDDH-AGE) at the Council of Europe.

I am deputy member for the Ministry of Labour and Social Policies at the Interministerial Committee for Human Rights (CIDU) of the Italian Ministry of Foreign Affairs.

At the same time, I have also been in charge of the CSR dossier (until September 2011), dealing with the promotion, development and co-ordination of initiatives on the national level, and also with EU and international organizations. In that position, I have been the national delegate at the High Level Group on CSR of the European Commission. I have also been a member of the Technical Commission on SR at Italian Standardization Body (Ente Nazionale di Unificazione, UNI) and the expert for the government category for Italy in the ISO/SR Working Group on ISO26000, and thus registered presenter.

I have also been a member of the Permanent Consulting Committee for health and safety in the workplace (Decree 81/2008), co-ordinating the sub-committee on best practices and agreements and ethical codes inspired by principles of social responsibility.

Prior to that, I directed the Division for Innovative Projects in the D.G. Labour Market in the Ministry of Labour, where I dealt with projects related to social inclusion and placements for “back to work” programmes for disadvantaged people. From 2002 to 2005 I also co-ordinated the Voluntary Sector Division in the Ministry of Labour and Social Affairs. In this position, I was a member of the working group to revise the law in the voluntary sector and so I worked with the United Nations Volunteers Programme (UNV) for the guidelines on national laws within the voluntary sector.

I was a member of the working group on regional social policies for the implementation of Law 328/2000 at the Ministry of Regional Affairs in 2005.

I am a member of ASTRID, Foundation for studies and research on the reform of democratic institutions and on the innovation in public administration, where I deal with issues related to management in the public sector and to the relationships between public and non-profit sectors.

Half sardindian thanks to my mother from the town of Tortolì in the Ogliastra province, I love history, blues and jazz, Laurel&Hardy and quality sci-fi. And wine, a lot. And beer. I am Jackie Chan’s fan. I run, even if I do not like it. I have three godchildren.
